The article is devoted to peculiarities of legal regulation of recruitment for the State Criminal and Executive Service of Ukraine In conditions of the reforms required a new look at the definition of the main directions of personnel policy of public administration in criminal Executive service, legal regulation, forms and methods of personnel work, including in the implementation of organizational activities for the selection, placement, fastening, use of personnel, their training and education.. Analyzed the process of selection, training, retraining and organizational management relations regarding staffing of the activity of Criminal and Executive service, which include the subsystems of the legal regulation of selection, placement, fixing and use of personnel; their training and education.
The analysis of practice of personnel work, which gave the opportunity to determine that training has a significant impact on the course of reforming the Criminal and Legal System. In this regard, the paper examines the factors that have a significant impact on the functioning of the Penal System of both external and internal nature, namely: efficiency of staffing, the social and functional efficiency of personnel of the penal system. The characteristic of the possible ways of increasing social significance and efficient use of personnel Criminal and Executive System; The basic directions and requirements for improvement of personnel work in the penal system.
