STATE OF SCIENTIFIC RESEARCH OF THE PROBLEM OF ENSURING THE PERSONNEL SAFETY IN CORRECTIONAL COLONIES OF UKRAINE

The article analyzes scientific approaches to the problem of ensuring the personnel safety in correctional colonies of Ukraine and substantiates its relevance in current conditions of reforming (development) of the Penitentiary System of Ukraine. It has been determined that the improper level of personnel training, lack of knowledge of the regulations in the sphere of execution and serving sentences, as well as non-compliance with its requirements, leads to violations of legality, which complicates the security of appropriate category of officials.
It is determined that the purpose of security in the State Criminal-Executive Service of Ukraine is to protect the rights and freedoms of personnel of the penitentiary institutions, convicts themselves and other persons who are on the territory of the correctional colony or detention center.
It has been found that security of personnel of correctional colonies is one of the major issues in quality performance of its duties. The security problem of personnel of institutions is complex. It is not only limited to protection against criminal attacks by convicts, but also includes protection of persons working in institutions, from the effects of dangerous technical, medical and other adverse factors that are exacerbated in penitentiary institutions. Also, the notion of safety of personnel of correctional colonies should include the negative impact of the environment on personnel in terms of their professional deformation, which is directly dependent on the work experience and years of service in penitentiary institutions.
The correlation of security with the regime of imprisonment has been determined in three main aspects, namely: 1) it is an integral part of the general security purpose, which is defined in international documents as justification for imprisonment; 2) security creates conditions for the normal life of the institution, so that it can be considered as means of rule of law, that is, the regime; 3) rule of law in penitentiary institutions is one of the factors that determine personnel security.
