Summary:

The European standards in the field of functioning the institute of local self-government are considered. The basic normative-legal acts of the Council of Europe that determine holding of local referendums are analyzed. The issue of determining the subject of a local referendum is considered. So, the subject of the local referendum are issues that are within the competence of local self-government and issues related to the revision of the boundaries of administrative and territorial units.

Key words: local referendum, people’s initiative, democracy, people’s power, local self-government.
