CALCULATION OF OPTIMAL LOADING ON THE PERSONNEL OF AUTHORIZED BODIES ON PROBATION ISSUES: FOREIGN EXPERIENCE AND NATIONAL APPROACH

Summary

The article proposes an approximate algorithm for calculating optimal load for personnel of authorized agencies for probation, taking into account existing and prospective probation functions in Ukraine on the basis of internationally recognized approaches. It has been found that the average load per one staff member of local probation units is predicted to be 45–46 probation clients by the results of 2017, which in general does not critically affect the conclusions drawn. It has been noted that the introduction of the volunteer institute can significantly improve the situation, provided that it is sufficient in number to carry out some functions regarding post-penitentiary probation as to adult offenders and some functions regarding supervisory, penitentiary and post-penitentiary probation as to juveniles.
