CAUSES, CONDITIONS AND PREVENTION OF GENERAL CRIMINAL CRIME

The paper notes that it is necessary to identify the crime patterns, its causes and conditions, in order to develop the most effective countermeasures this negative, asocial phenomenon.
It is noted that impunity, along with the speed and relative ease of acquisition of sufficiently large material resources, due to selfish crimes, stimulates the criminal infection of society.
It is stated that in a society with a high crime rate, huge funds are spent on the systems of people protection, property, public order, to ensure the system of exposure and punishment of numerous criminals. And less and less money remains for education and culture. As a result, this situation leads to the emergence of new and new people in the criminal way and to the expansion of the law-enforcement system, the cost of it more and more large funds.
The problem of balancing the rights of victims and accused is one of the key to counteracting mercenary crime, because today the rights of victims are less protected than the rights of the accused. Sometimes criminals find it advantageous to have a certain period of imprisonment, but to keep a criminal offense for their material support for many years.
It is necessary legislatively to encourage the perpetrator, as much as possible, to return the stolen voluntarily and to compensate the damage. The most important task should be not only to punish the offender, but also to compensate moral and material damage inflicted on the victim.
