Summary

The main views of English scholar and lawyer Jeremy Bentham, the typical utopian of the Enlightenment, who tried to give pieces of advice on the improvement of society and the legal space of European countries and the Russian empire of the late XVIII – early ХІХ century were presented. It is indicated that the criterion of usefulness, the introduction of which would give an opportunity to improve the society and legislation, was determined through the ability to bring blessings, benefits, pleasures, goodness and happiness. On the example of the system of Panoptikon, it was demonstrated that Bentham believed that even those who committed a crime, due to specific conditions of supervision and labor, are also capable of bringing benefits to the space of society.

Key words: Jeremy Bentham, utilitarianism, Law, legislative projects, usefulness, Panopticon, happiness.
